DATABASES Guidance for Building Communities of Trust: Recommendations for Local Law Enforcement Local police can build effective relationships of trust with the community while strengthening their commitment to information sharing and suspicious activity reporting if they are transparent about their intent and the processes by which they do their work, and honestly engage to address community members on issues of concern. The importance of transparency in the information gathering, collection, and analysis process must be stressed, as well as the length law enforcement goes to protect privacy, civil rights and civil liberties.
