DATABASES "Anchorage Police Department 2008-2012 Strategic Plan" This strategic plan is from the Anchorage, Alaska, Police Department. This new edition of the Strategic Plan is the result of an extensive review and revision of the previous edition. It reflects the groundwork laid in 2003 and the progress and new needs encountered since. The new edition of the Strategic Plan reaffirms our commitment to our community and our employees, delivering the highest quality police service to the Municipality of Anchorage. "Civil Liability and Domestic Violence Calls -- Part One" Officers sometimes have arrived at the scene of a domestic disturbance only to find that things have supposedly "calmed down," or to find that their very presence appears to have had the effect of bringing a lull to the hostilities. There have also, however, been instances in which the officers then leave, only to later find that the violence has recommenced in their absence, and resulted in serious bodily harm, the death of one person, or even multiple homicides, sometimes combined with a suicide. This first part of a three-article series examines an important U.S. Supreme Court decision on the constitutional parameters of police obligations in responding to domestic violence, and how federal courts have analyzed the issue in the context of a "state-created danger" doctrine. NETWORKING Quest-Response Recognition Program The Quest-Response Recognition Program continues on, providing IACP Net members a chance for up to $1,000 to reimburse travel expenses as well as one paid conference registration up to $350 for the 2008 IACP Conference in San Diego, CA. CURRENT AFFAIRS Grant - Sex Offender Monitoring The U.S. Department of Justice, Office of Justice Programs' Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) Office is pleased to announce that it is seeking applications for funding under the SMART Office FY 2008 Support for Adam Walsh Act Implementation Grant Program. This program furthers the Department's mission by assisting state and local jurisdictions and federally recognized American Indian tribes, as specified in the eligibility section, with implementation of requirements under the Adam Walsh Child Protection and Safety Act of 2006, specifically Subtitle A of Title I, the Sex Offender Registration and Notification Act (SORNA).
