DATABASES "Confronting the Code of Silence When Excessive Use of Force Occurs" The Code of Silence, the principle that an officer will not provide adverse information against a fellow officer. It is also known as the blue wall of silence and blue curtain. It is natural and expected for people who spend considerable time together, have the same responsibilities or share similar adversities to become loyal toward each other. The challenge is to be able to mold the culture of a workplace to where loyalty to honor and integrity truly becomes more important than loyalty to another person and peer pressure. "Civil Liability for Acts of Off-Duty Officers -- Part I" Off-duty police officers, in some instances, encounter situations in which they may be called upon, at a moment's notice, to act in their law enforcement role. Additionally, some off-duty officers are engaged in secondary employment, including jobs in private security. Off-duty officers, like all people, also become involved in disputes of various kinds with other individuals, including physical altercations and vehicular accidents. This article, the first of two, briefly examines some of the existing case law regarding off-duty officers, with a focus on cases involving off-duty arrests. NETWORKING Gun Buy-Back Programs Roundtable Gun buy-back programs, in which local governments encourage residents to turn in firearms using modest cash payments or gift certificates as incentives, have become recurring and highly visible. While these programs may not directly disarm criminals or recover the types of guns that criminals prefer to use, they nonetheless press the case that eliminating any gun ultimately reduces the risk of death or injury. Do you see these types of programs as effective? Does it reduce gun crime? Should the program also include a firearms safety education or free distribution of child trigger-locks to gun owners who would rather not give up their weapons?
