DATABASES "New Study May "Radically Alter" How Police Deadly Force Is Viewed" The story is a frequent staple of the evening news. An officer shoots and kills a minority subject who turns out to be...unarmed. Protests explode, and the familiar litany is again asserted: racial bias by the cops underlies many of these inflammatory events. Now a new study by a member of the Force Science Research Center's national advisory board confirms what law enforcement officials have argued all along: Such controversial shootings aren't about race. What really prompts an officer to pull the trigger in circumstances that are rapidly evolving and uncertain is the suspect's behavior. "700 MHz Transition: The Countdown Begins" Next year's spectrum transition is a major milestone for emergency response operations -- representing the second largest allocation of spectrum for emergency response use the Federal Communications Commission (FCC) has ever made. With the exception of some channels already licensed directly to the states, the 700 MHz spectrum will be available to local and state emergency response agencies for licensing only if their region has an FCC-approved 700 MHz Regional Plan. CURRENT AFFAIRS Free - School Safety CD-ROMs Law enforcement agencies and school systems can now obtain three important school safety programs at no cost on one CD-ROM. Included are: "A Critical Incident: What to do in the First 20 Minutes," which takes users through a scenario involving a shooter in a high school; "School Crime Operations Package (School COP)," a software program that enables users to enter a daily log of incidents, display incidents involving a particular student quickly, and produce graphics showing school "hot spots" or year-to-year trends; and "School Safety Plan Generator," which allows law enforcement personnel to create a document that serves as a foundation for preparing schools for violent critical incidents and as a reference guide for information needs during a critical incident.
